Common reasons an Ad Manager account is not ready yet

Using AdSense and considering AdX? Check your Ad Manager setup, site, policies and traffic before requesting an MCM invitation.
Already using AdSense does not by itself make your site eligible for AdX through MCM. These are areas to check before asking a partner to review your Ad Manager account; different issues need different remedies.
1. Open policy issues
Unresolved violations in the Policy Center are the clearest blocker. A partner can't take on an account that Google is actively flagging. Resolve what you can, request reviews where appropriate, and make sure nothing is outstanding before you apply anywhere.
2. A troubled account history
Past suspensions, terminated partnerships or disabled accounts linked to the same owner all carry weight. History can't be erased, but context helps: if an issue was resolved, be ready to explain what happened and what changed.
3. Traffic that's hard to explain
Sharp, unexplained spikes, heavy reliance on paid traffic sources, or traffic from regions unrelated to your content all raise questions. Partners want audiences that arrive for the content and behave like real readers.
4. Too little history
A newly created Ad Manager network may have limited history even if your site has used AdSense for some time. Be ready to explain your site's traffic history without treating AdSense payments as proof of MCM eligibility.
5. Content that doesn't fit
Thin, copied or auto-generated content, sites built mainly to host ads, and categories that most advertisers exclude all make an account harder to place. Original, useful content is the foundation everything else rests on.
6. Broken or missing ads.txt
A missing ads.txt file, or one full of stale or mistyped lines, signals an account that isn't being looked after. It's also one of the easiest issues to fix. See the ads.txt and sellers.json guide.
7. Aggressive ad layouts
Pages where ads outweigh content, placements that push content below the fold, or units positioned to invite accidental clicks will concern any reviewer. Fewer, better-placed units are almost always the right call.
8. Incomplete account setup
Missing site information, no privacy policy, no way to contact the site owner, or a messy list of users with access all add up. Individually they're small; together they suggest an account that isn't ready to be represented by a partner.
